In Washington state - is it legal to put a listening device in a room to record conversations? The owner of the house would be in the house and would be a part of the conversations being recorded at that time.

The real question is: What kind of consent to audio record is required in the State of Washington?

The answer is: Washington is an all party consent state, i.e. all parties being recorded must consent to record. You should if you are using audio recording, either get written consent to record (signed) or have each party state their name and consent early in the recording. There are exceptions to the consent requirements, but you have not described conditions/situation that would support an exception.
