Donations

Is it legal for people to collect donations to help someone pay bills? Does the person receiving the donations have to claim them on their taxes?

Yes to both. As long as you are above board on what the money is for I think you will be okay. Also, the person accepting the donations will have to report it. Unfortunately, donations of this sort are not tax deductible.
