Is it legal to prohibit speaking any language other than English in a business located in Washington state?

Yes, it is legal. The employer can regulate conduct in the workplace, so long as the employer does not interfere with the employees statutory rights or discriminate on an illegal basis. This rule may not be good for morale, depending on the circumstances, and what's bad for morale is bad for business, but it is allowed.
