primary residence determination

I have 2 homes and consider both a primary residence. They are in different counties. How do I determine which residence is ''primary'' for purposes of voting, vehicle registration, licensing? Can I have 2 primary residences?

You have to pick one. There may be benefits such as where you vote or whether or not you have to do emission testing to get your car tabs that may help break the tie. But no, you can't have two.
