If a married couple made a will together, can one of them change the will without the other's consent?

Not unless there is an enforcible contract or agreement that allows it. A court may void a will if it is found that there were certain improprieties when it was initially signed. There are some other situations where a party other than the one signing the will may remove some properties or assets from the reach or the terms of the will, some of which are lawful and enforcible and some which are not.
