can a person renige on a monetary gift after it has been given and transferred legally

Depends on what you mean by "transferred legally". A gift requires donative intent and some indicia of transfer.

A bequest, however, can be revoked because a will is not final until the maker is deceased, and theoretically at least, they can change their mind at any time while they are still alive.
