TOD account and estate costs

My father had 6 financial accounts - 3 were TOD investment accounts naming second wife and 2 were joint bank accounts (with wife). The remaining investment account had no named beneficiaries and went to his 3 kids per will.

The will also provided that ''up to $10,000'' should be set aside for estate costs and a future memorial service that would honor dad and second wife.

Question: Is the ''$10,000'' amount funded proportionately from all accounts or is this amount funded from the one non TOD/joint account?

*Will provided that spouse would receive any account for which she was a joint holder or named beneficiary.

I think you are going to have to have all the documents reviewed and construed in light of the others. This is not a question that can be reliably answered from your question.
