Legal Question in Banking Law in India

My father is having saving bank accout in the bank. 5 years back he had registered his nomination alongwith account opening form in my brother's name. Later on 3 years before he sent his DA-I form by post to nominate me in his account and the bank confirm having registered his nomination in my favour but the signatures are not tallying as the signature available in the account opening form. Hence bank is not accepting this nomination and refuse to pay me the amount.

My father was passed away 6 months ago. Bank is insisting to submit the surety as well as witnesses to get the amount as the nomination is not treated valid.

my question is that my brother can claim the amount as on the basis of first nomination.

Can I claim the amount from the bank as the bank had registered nomination in my favour without the signatures was not tallying as in the account opening form.
