Legal Question in Civil Rights Law in India

a o.s case for site settled in copromise in court front of judge. in the compromise the defendent agrees to give a consent letter transfer to the by name of plaintiff which is allotted site from society. after settled came of out of court the defendant refused to give the consent letter to plaintiff. several request from plaintiff the defendant did not give the consent letter for transfer site allotted by society. then the plaintiff filled ex case against defendant in the court. defendant argued unnecessary thinks in the court but court finally ordered defendant to obey as agreed to give the consent letter to plaintiff to transfer the site from defendant to plaintiff from society, and court says in the order is compromise degree is final. but defendant did not obey the order. then further plaintiff approched to the court then also court ordered to defendant to obey as per compromise. till to-day defendant not give the consent letter to plaintiff. my question is can i file arrest application against defendant if yes which rule or clause or code please advise

you can file execution of the consent letter and contempt of court.
