Legal Question in Employment Law in United Arab Emirates

Is agreement made between employer and employee for compulsory service period , which is not registered in court is valid? Do they have right to deduct the expenses which they spent ( as per agreement paper signed ) on me during the employment from my final settlement after I resign the job?as per uae labor law?
