Legal Question in Employment Law in India

I am working in a company from last 5 years and got better opportunity in some other company so I resigned and gave 1 month notice to the company but still my company has not revert back any answer and neither given me relieving letter or acceptance letter for resignation. now day for joining new job has arrived and they are asking for relieving letter from last company . I have requested many time to hr and ceo on phone but they are just saying that they cant give till acceptance come from top level what should I do?

send an email to the top level bosses. and if they dont pay heed then send them a legal notice
