Legal Question in Landlord & Tenant Law in India

Dear Sir,

We have a chawl in Mumbai. One of the pagadi tenant expired last year. They don�t have any kid. Now one his nephew is claiming for that room.

He shown me will paper of that tenent which is not registered. On that paper tenant has transferred the ownership of room to his nephew.

My question here, is that will paper is valid since it is not registred nor medical ceritificate attached. Can any tenant transfer property without our permission.

Please guide.
