Can a private owner of a car repo the car they were selling you without notice and not let you retreive your belongings in that car.

Did you have a bill of sale or was it just a hand shake? If you have the bill of sale, you have a claim against that person. You are entitled to retrieve your belongings after any car has been repossessed or you have a legal cause of action for theft of property.
