Can I protect myself legally from my PC repair subcontractors stealing clients from me? If so, what are the strongest penalties I can use in a contract I make them sign?

Yes you can protect yourself but the contract will only be as strong as you can make it and still find someone to do work for you. There are various options for addressing your concerns; consult an attorney to find out what is permissible and standard for the industry--e.g., non compete agmt.
