non-owner driver cited for failure to provide proof of insurance

My daughter borrowed a friend's car, got pulled over for expired registration tag, then got cited for not having proof of insurance. The owner did not and still has not acquired insurance. She went to court and they just extended the case for another month. How is she to resolve this? They seem to be waiting for her to provide insurance proof, but she does not own a car. Is the vehicle owner responsible for this, or will she be fined also?

She is responsible, for unfortunately the law in Arizona makes no distinction for not being the owner, it applies if you operate a vehicle without current registration or insurance.

If she is a member of a household where someone has insurance she could show that insurance card. It might have covered her if she was in an accident driving someone else's car that was uninsured, even if her name was not on the insurance but she was a household member. That might get her a reduced fine or some accomodation with the judge.
