Our landlord is refusing to return our refundable cleaning and pet deposits even though he said himself during the walk through that the the house was spotless when we left.

Consult the AZ Landlord Tenant Act, he has 14 days to return your deposits. If he fails, sue him immediately in Small Claims or Municipal Court.
