When adopting a dog from the humane shelter, do they have to tell you that the dog was brought back because it nips and snaps

As a board member for an area humane shelter, I will tell you that we make every effort to be truthful and complete in our disclosures so that people know what the history is and what they may be getting themselves into. That being said, however, it is impossible to predict any dog's behavior in a particular set of circumstances. Any dog will bite, and the reasons vary depending on the situation and disposition of the animal: fear, play, defense, protection of others, etc.
