Legal Question in Family Law in Arkansas

If the non custodial parent is refusing to give the child back to the custodial parent is it grounds for filing kidnapping charges? Its been a week past her vistitation weekend. Shes refusing to give her back for another 2 weeks as of now. This is not upon aggreement of the custodial parent. It states in the divorce decree that visitation is to be agreed upon by both parents.
