Business located outside US

I live in Sacramento county and did business with a company located in Winnipeg Canada. We paid for items that we never recieved and want a refund for the items. The company has been ducking us for the past year and we want to file suit. How do we go about filing a small claims suit? The business transaction was done in Sacramento county.

How best to proceed depends on many facts. Among other considerations, since you are dealing with a company in Canada, you may have problems collecting on a California smalls claims judgment. When you say the "business transaction was done in Sacramento county" do you mean that a written contract was signed by both parties in Sacramento County?
