Legal Question in Civil Rights Law in California

passport

I am behind in my child support payments. due to new laws I am required to get a passport to cross the border into mexico. I am not flight risk I have lived at the same address for a long time but the state department said if you are behind on any child support you are denied a passport. I live just miles from the border and go over to get medications and other reasons. Is there a way I can get a passport. I read that they are trying to make it so you have to have a passport just to get on a plane. what are my options.

If you are more than $5000 in arrears, you're screwed. Not even a sympathetic judge can help you. But if you already have a passport you should be OK. Also you have nothing to lose, as far as I know, by applying for a passport, you could get lucky.
