Legal Question in Technology Law in California

Malibu Media LLC case asking for personal information from the internet service provider. They are asking this information based on some data that says online copyright infringement. THe time they mentioned when this happened was when my internet connection wasn't password protected so it could be an IP spoofing.

I'm not 100% sure what you're asking. Is this in connection with a court case, and if so, is it in state or federal court? Are you a party to the litigation, or a non-party?

There are sets of rules and procedures for requesting information from parties and from non-parties, and for refusing to furnish certain information that is either confidential or potentially irrelevant.

It's impossible to advise you without more particulars (and please don't mention personal or business names!). However, for the most part, such information is gathered legitimately from a party via "discovery" in written form served upon the person from whom the information is desired, or from a non-party via a subpoena. There are exceptions. Please re-ask your question with more particulars, but without identifying people or companies.
