Can a law firm or collection agency garnish wages if I do not agree to their terms of payment for a debt?

No. They have to take you to court and get a judgment first. Threatening to garnish your wages is a violation of the Fair Debt Collection Practices Act unless they really pursue this legal remedy within a reasonable time.
