Legal Question in Criminal Law in California

1. why did my public defender ask me to submit to a dna test for the district attorney outside of court when my dna is on file with the department of justice for all agencys? 2. why does the same police department that arrested me have to be the ones the take the dna samples why not a party not involved in the matter? 3. also why did they take four dna samples? 4. most of all why did my public defender let the district attorney lie to the court about the fact they were waiting on dna test results that the defendent aka myself requested? thank you for your time
