Legal Question in Criminal Law in California

federal trail

''in a federal trail a co-defendant testifies that he is not recieveing any breaks or sentencing deals for his testimony. Three days later and three days before his sentencing the government requests an 'ex-parte' file regarding sentencing be sealed by the court and it is granted. The co-defendant that testified recieved a substantial time cut. [less than 5 years for three armed bank robberies] How does the 'other' co-defendant go about getting that sentencing memorandum unsealed by the court.?''
