Legal Question in Criminal Law in California

My husband has transferred from California to Arizona and now to Mississippi. We always went to visit him in California even if it was 4hours away, and we even went to see him in Arizona as soon as we were approved, which is 8 hours away, and now they just moved him to Mississippi. We have an 8yr old daughter and a 1 yr old son that need to see their dad. Is there any way they can transfer him back to where we can visit him often?

Although it isn't in your question, I am assuming he is in prison. Is he in Federal custody, or did he have cases in those various states?

A little bit of detail would help give a meaningful answer.
