By refusing the pay the full amount you and she agreed upon and failing to meet the payment schedule, the buyer has breached the contract. I agree with Mr. Sterkenburg that you have a good small claims case, but before you sue I sggest writing her a letter. The letter should set forth the terms of the agreement, the fact that she hasn't paid and her statement that she will only pay half the agreed price. It should also demand the immediate return of the puppy. Send the letter by certified mail and get a return receipt. If the letter doesn't persuade her to give you back the dog and doesn't get a reply, you can use it as evidence in your small claims case (presumably she won't dispute the facts you set forth, and her failure to do so can be deemed an "adoptive admission").
