Legal Question in DUI Law in California

Why can you drink in a limo but not a bus or taxi?

This probably isn't the right place to ask, but I don't know what kind of law this falls under. Anyway, I was wondering what the law says on this issue. Is it just a matter of licensing?

Maybe limo passengers have more influence with the State Legislature in Sacramento than do bus or taxi passengers. If state legislators had to take the bus, who knows?....
