dui/dwi

my wife had 2 dui's in california back in 2002/or/2003 she hasnt drank in over 5 years and plenty of people in and outside the family to testify to that, is there any way to get her a work permit or restricted or even her actual license back

If you're saying she went to court on both arrests and lost her license as part of the penalties, then yes, she can get it back by complying with all the court orders and probation requirements on both cases, including alcohol school, AA, fines, and other items she was supposed to do, then getting court order for clearance of her license suspension or restriction, then applying to DMV for a license with that court clearance in hand. If DMV issued the normal one year suspension as a result of each arrest, then that suspension period must also be served AFTER she gets court clearance for a license. It 'might' be possible to get a DMV waiver or reduction of that, after getting court clearance.

If you're saying she skipped out and fled prosecution in either case, she has warrant[s] for her arrest that are 'forever' until she goes to court and handles the charges properly. Until then, no state will issue a license, and she faces arrest if she comes in contact with law enforcement for any reason, as in going to DMV seeking a license. There is no 'run and hide for years' defense, nor is there a statute of limitations on warrants; they are forever.
