Legal Question in DUI Law in California

I am trying to help a friend get his CA. Drivers License reinstated. He was convicted of a DUI in 1992 and they revoked/suspended his D.L.. He was ordered to pay restitution, serve jail time and complete an 8 week DUI program. Then in 2004 and (again) in 2007, he was cited for driving on a suspended, making already bad situation even worse, especially now with SB 38 in place. How would he go about getting his license reinstated? Any help would be so greatly appreciated. Thank you for your time.

He should contact the DMV and find out what he needs to take care of in order to get his license reinstated. There are several things that could be barring his eligibility (e.g., failure to complete the drinking driver school, failure to appear, failure to pay a fine, failure to post an SR-22 certificate of insurance). The fact that he has you doing the footwork for him may be part of the problem.
