Can a 16 year old straight A student legally refuse to go on a vacation with one of his divorced parents because the vacation conflicts with a commitment he already made for his summer job?

That would depend on the custody order. A minor cannot refuse to comply with a custody order, nor can the parents. A custody order is always subject to modification, however, so either parent can file a motion for a temporary or permenant modification of the custody order to deal with this issue.
