Child custody

My ex husband does not want custody of our 17 year old son. He wants to tell me what I can and can't do with regards to how I raise him. I have been the custodial parent for 10 years. can he legally forbid my decisions.

No, he can't. If you have joint legal custody, you are supposed to discuss with each other decisions related to the "health, education and welfare," of your son. That doesn't mean you have to agree with each other. As long as those decision don't violate any court order you have, if he doesn't like your decisions, let him go get a court order.
