Is it still illegal to be with a minor even though i have her parents permission?

Assuming you mean having sex with a minor when you say "to be with a minor", such an act is statutory rape in California. Statutory rape is a strict liability crime.

Assuming you mean sexually, the minor would have to be either emancipated or married to you in order for you to not be committing a crime. If the parents agree and the minor is 16 or older, you might want to just get married.
