Legal Question in Family Law in California

I live in California and I want to change my 7 year old daughters last name. She has her biological fathers last name but we were never married and his name is not on her birth certificate. He has had no contact with her since she was a baby and my husband is who she knows as her father. Given the nature of the situation, do I have to notify the biological father of my intentions to change my daughters name
