Legal Question in Family Law in California

I'm located in California. My brothers wife left him and moved to Arizona with there 2 month old son she has been there for almost 2 months and she isn't coming back. He wants to file for some kind of visitation or custody but will the state make her come back to California? Or what should he do from here?

Since they both last resided in California for the most recent six months of continuous residency, California has jurisdiction. Unless AZ is very unusual, AZ would not accept jurisdiction even if she tried to file there. In order to avoid any jurisdictional hassles, though, he should file in CA in the county they last lived together ASAP.
