Can't get new ss card - sealed birth certificate

When my daughter was born her father did not claim paternity so she had my last name on her birth certificate. Two years later her father signed the admission of paternity and we were issued an amended birth certificate. We didn't realize at the time, but we needed to get her social security card changed to reflect her new name. Now her original certificate is sealed and I can't get a copy. The Social Security Administration is stating that there is no other way for them to change her name other than having an original and her admended certificates. How do I go about unsealing her record?

You can petition the court to open the file because of the need to get a copy of the original birth certificate. You should also consult an attorney that specializes in Social Security problems. Your congressional representative may be able to assist you.
