breach of contract against government agency

in a pro per case against a governement agency in the state of california and two by name employees of that agency what is their immunity provision and what does the agency have immunity for.

This question is too complex to be answered with information given. Government immunity is a very complex legal area as there are dozens and dozens of different types of immunities depending on the circumstances and the agency involved. If you are already in litigation, you might check the response they filed to your complaint. Often the applicable immunities will be listed as affirmative defenses.
