Legal Question in Immigration Law in California

My cousin needs to go to America to visit her sister whom is sick. She lived in America for 7 years and has over $40,000 in credit card debt. She moved back to Israel and has not paid a dime of it waiting for it to go off her credit in 7 years from the time of the debt. She must go to america, but because of this very high amount of debt, she is afraid she will be arrested when she arrives in the states. What problems could she face?
