legally change birthdate

I found out recently my foster parents picked me off the streets in vietnam. At the time, I was still a baby and they came over to the USA.

They just gave me any birthdate. People have a hard time believing my age even I do as well because of my face; it does not match. I get card all the time. Now the pieces are coming together. Well from what he said, we came here 1975.. according to him I didn't know how to walk yet. So I probably was born somewhere in January or so in 1975. He claimed me as being born 1973, so that I could go to pre-school when I get here. He also claimed as being my father. Anyways I just want to know if I can change my birthdate to 1975 instead because it seems to make more sense to what my dad is telling me. But if you really see me you would think the same. From what he remembers we came in 1975. If we came here later then perhaps the birthdate could not be 1975. But I'm just going by what he says. Can you please tell me if this is possible? I know its just 3 years difference but it would make me at ease.
