Initially he should not come back into USA illegally otherwise he might automatically trigger some permanent bars to becoming legal. Second, it is very important to know the circumstances surrounding his deportation. In any event, your sister should start the processing of the petition and consular package so that in about 6 to 9 months he receives an appointment in Ciudad Juarez, Chihuahua for his immigrant visa. He will most likely require a waiver or even multiple waivers. Feel free to contact us with more informatio so we can give you specific advise. We can be reached at 323-549-9385 or [email protected]
