Legal Question in Immigration Law in California

Student M-1 Visa

Dear Sir,

If I will arrive in the US with my tourist visa, but at immigration counter at the port of entry, I will present my I-20 M-N certificate of eligibility issued by the school where I'm going to study, will the immigration inspector give me an M-1 visa instead of B-1 or B-2 visa?

The inspector does not have the power or the authority to give you a different visa. Only the consulate officer in Tokyo can do this.
