I can think of no other avenue of recourse. Certainly if I had a legal problem with someone in outside the United States, I would seek to be represented by qualified counsel.

You could start by looking for someone with experience in international law, preferably an attorney who has handled intellectual property issues with that particular country. Ideally, you would be represented by an attorney in that country, but it might be hard to find someone.

One thing you might try on your own is to contact the web host (assuming that the website owner is not also the host) and complain to them. A reputable host should respond quickly and positively.

Apart from that, it would be wise for you to consult with an international copyright attorney.
