Orphan in Child Protective Services

I have an 'adopted'sister who is an orphan and she is a ward of the state. I had her in my care, she made up some stuff and got taken into protective custody. The social worker says she can't make a plan, visits, guardianship arrangements, etc., because Brittani has no parents. How can I gether out of the system?

You can write a letter to the social worker and to the juvenile court and demand "De Facto Parent" status.
