Do we need to have a business license if an employee moves to a state where we currently do not have business set up and works remotely?

Probably not, but you need to verify with the local and state authorities there. It is similar to sending a traveling salesman through that state. However, government being the greedy bureaucracy that it is, if you ask, they'll probably say you do, just to generate additional revenue.
