Being Charged for Work cell phone usage

I am having 175.00 taken out of my next paycheck for cell phone charges related to work, is this legal? I am supplied with a cell phone by my employer but he is now charging for it.

An employer is not permitted to deduct from your paycheck unless authorized in writing, or for taxes and/or health and insurance benfits.
