EEO in California

My daughter filed an EEO complaint with the EEOC in Los Angeles. The complaint was predicate upon a hostile working environment at a sandwich shop she worked in when she was 16. The manager grabbed her buttocks and engaged in sexually offensive talk and language. Do you think she has a civil case against her employer?

Sure, if she still is within the Statute Of Limitations on filing, and if she can show the employer is responsible for the conduct through notice and complaints by her to management or by other similar conduct they knew about, and if it was a frequent thing by this person. If this was a one time event, then no, there is not a case other than to report it and demand proper discipline.

It depends on how much time has passed, how long your daughter worked there, whether the EEOC issued a right-to-sue letter or made findings, etc. In other words, more information is required.
