Is it illegal for a private employer to hire or promote an employee at a salary below the minimum amount of the salary range (minimum, median & maximum) for the position?

No. All an employer is required to do by law is pay minimum wage or better, period.

No. The employer is entitled to set and change hours, duties, titles, compensation, benefits, leaves, vacations, holidays, policies, rules, etc. just not retroactively.
