If a person gives a verbal resignation and later changes her mind, is it still

legal and can management still uphold it even though it was not given in writing?

In general unless an employee is civil service, in a union, or has a written employment contract, they are an 'at will' employee that can be disciplined or terminated any time for any reason, with or without ‘cause’, explanation or notice. It is entirely up to the company what they want to do with your resignation.
