can an employer lower my base salary after years of doing the same work and getting paid the same salary?

Probably, just like they could raise your pay, change your duties, transfer you or fire you. You are an 'at will' employee unless you have a written contract, which would determine these issues. Only IF the change is illegal discrimination, or illegally retaliatory in some provable way would you have a claim.
