Legal Question in Landlord & Tenant Law in California

my friends roomates (3 of them) lied and said the landlord wants her to leave in 30 days because of non compatibility. They produced a false letter from the landlord stating such. The landlord is unaware of such a letter.

Besides being mean, is this legal. Is there some type of criminal fraud taking place?

Only the City Attorney, District Attorney, County or State Attorney General can file an action charging someone with criminal activity. A private individual cannot sue someone for criminal conduct unless there is a corresponding civil cause of action. This is probably fraud, however, you cannot simply sue for fraud unless you have damages as a result of the fraud. It sounds to me like your friend would be better served simply moving from the property and getting away from them. Sometimes you have to be practical even if your friend might have the right to sue them, what does s/he hope to accomplish?
