What does "personal delivery" mean in the context of California Civil Code 1962(f)? Is mail considered personal delivery if a person is receiving it on the other end, say for a rent payment by a tenant?

Essentially it means hand delivered. So, for example, the landlord lives in a gated community with restricted access, or uses a Post Office box address, personal delivery is not possible.
